
Every fresh-produce shipment travels with documents that prove what it is, where it comes from and that it meets the importing country’s plant-health rules. Separately, the produce must meet the destination’s pesticide maximum residue levels (MRLs). This guide explains the difference and what to agree with your exporter.

Some destinations require additional certificates, import permits or declarations. Your importer should confirm current requirements with the competent authority before the first shipment.
Phytosanitary certificate
The phytosanitary certificate confirms that the consignment was inspected and meets the importing country’s plant-health requirements, including any additional declarations or treatments. It is issued in Egypt by the Central Administration of Plant Quarantine after inspection of the lot.
Maximum residue levels (MRLs)
MRLs are the legal maximum amounts of pesticide residues allowed in food in the destination market. In the EU they are set by Regulation (EC) No 396/2005; the Gulf states, Russia, China and other markets have their own lists. Many retailers apply stricter internal limits, such as a percentage of the legal MRL or a maximum number of active substances.
Tell your exporter the destination country and any retailer standard at the start. Spray programmes and pre-harvest intervals are planned months in advance.
Increased border checks
Some products from certain origins, including Egypt at times, are placed on lists for increased frequency of official controls at EU border control posts. These lists are reviewed regularly. Check the current status for your product before the season and allow time for sampling at the border.
Test reports
Residue and quality tests can be arranged per programme at accredited laboratories. Agree who pays, which lab, which substances and when the sample is taken, so the report refers to the lot you receive.
Management-system certificates
Certificates such as good-agricultural-practice or food-safety standards describe the grower’s or packer’s systems. They are different from shipment documents. When relying on one, check the legal entity, covered site, product, validity dates and verification route.
